Course Overview
This course is applicable to participants who are currently performing the duties of a BWTM or Traffic Management Implementer) and Traffic Controller who has documented experience within the past 12 months).
The course provides participants with updated information on the latest requirements to perform BWTM and TC duties for Works on Roads in Western Australia including the use of PTCD’s on West Australian roads. This course will also cover relevant changes to Main Roads WA Traffic Management for Works on Roads Code of Practice and the Austroads Guide to Temporary Traffic Management and the Australian Standard 1742.3.

Who Should Attend
Current BWTM’s and TC looking to renew their MRWA Accreditation and to gain the requirements to position, setup and operate a PTCD on MRWA Roads.
Accreditation & Certification
Following successful completion:
- MRWA Certificate of Achievement
- MRWA Photo ID Permit (valid for three years)
- Nationally recognised statement of attainment in the following units of competency:
- RIIWHS303 Position, setup and program portable traffic control devices
- RIIWHS206 Control traffic with portable traffic control devices and temporary traffic signs

PTCD Information you will learn:
- Main Roads WA and AGTTM PTCD requirements
- Plan and prepare for works
- Pair and sync devices
- Emergency procedures
- Operate the devices to control traffic
- Packing up procedures
PTCD are now mandatory on roads controlled by Main Roads WA as required under the MRWA Traffic Management for Works on Roads Code of Practice.
Pre-Course Requirements
- Participants to hold a Basic WTM and Traffic Controller accreditation.
- Participants must have completed RIIWHS302E Implement traffic management plan, RIIWHS205E Control traffic with a stop-slow bat and RIICOM201E Communicate in the workplace or equivalent units.
- White Card or valid Blue Card.
- Valid Driver’s Licence.
- USI (Unique Student Identifier number). Participants can apply for the USI at our website www.kelyn.com.au or direct to www.usi.gov.au.
Physical Fitness: you need to have a level of physical fitness to quickly move from the path of an approaching vehicle, giving approved TC signals whilst standing holding a stop-slow bat for prolonged periods, loading and unloading signs (5-10 kgs each) and setting out/packing up a worksite.

MRWA Industry Experience Evidence Requirements
- Details of a minimum 3 worksites with supervisor contact details that can be verified (e.g. setting up signs/devices, controlling traffic, pedestrian management, etc.);
- Verifiable Statement(s) of Attainment or USI Transcript; and
- MRWA Accreditation evidence must also be provided.
*Note effective 29/5/2026: MRWA removed the requirement to provide a site-specific SWMS/JSEA
If the above evidence cannot be provided the full 3.5-day course will be required.
Language, Literacy, Numeracy and Digital Skills (LLND)
Participants are required to be able to read and write in the English language and have basic numeracy skills. For example: undertake simple calculations, read and interpret information from documents including work procedures and legislation. Oral communications to listen to instructions, ask questions and operate equipment including two-way radios. Written communications to interpret and report vehicles, road user information, daily diaries and complete incident reports. Digital skills to operate and program a portable device.

- Long sleeved shirt (hi-visibility or vest can be provided)
- Long pants
- Safety gloves suitable for manual handling
- Sun protection, hat and wet weather gear (if required)

Catering Day 1 light morning tea will be provided for this public training course and continual tea, coffee, biscuits, Cup of Soup.

How long is my MRWA Traffic Management Accreditation valid for?
Your MRWA Traffic Management Accreditation is valid for three (3) years from the date of issue.
After the 3-year period you must complete a re-accreditation/renewal course. Should your card have expired over 3 months ago you will need to undertake the full course.
I have lost my White Card how can I have it replaced?
If you have lost your White Card and completed your training with Kelyn Training Services, please contact us. We can issue a replacement White Card, provided your original card is still valid. A replacement fee of $50.00 applies and must be paid at the time of application.
I have Traffic Management Accreditation from another State. Can I have it recognised in Western Australia?
If you hold Temporary Traffic Management Accreditation from another state, please contact us and provide evidence of your accreditation, along with the Statement of Attainment issued by the relevant Registered Training Organisation (RTO) or Authorised Body. Once received, we will review your documentation and advise you on the most appropriate next steps.
I hold Traffic Management Implementer (TMI) obtained from another State. What is the equivalent accreditation in Western Australia?
