Course Overview

This one-day course provides participants with the essential skills and knowledge to safely operate Portable Traffic Control Devices (PTCDs) such as the eSTOP portable traffic control signal system. These devices are becoming standard for managing traffic flow in temporary traffic management work sites across Western Australia, and are mandatory on roads:

  • under the jurisdiction of Main Roads WA*: OR
  • not controlled by Main Roads with:
    • A permanent speed limit of 90 km/h or more and over 2,000vpd*; OR
    • A permanent speed limit of 70 km/h or more and over 10,000 vpd*

*Note refer to exceptions from the MRWA Traffic Management for Works on Roads CODE OF PRACTICE.

The Portable Traffic Control Devices course focuses on the correct positioning, setup, and programming of PTCDs in accordance with an approved Traffic Management Plan (TMP) and Traffic Guidance Scheme (TGS). Participants will gain both theoretical knowledge and practical hands-on experience in a safe and supportive training environment.

This PTCD course is perfect for individuals and organisations looking to stay compliant with the latest traffic control requirements set out in the Main Roads WA Traffic Management for Works on Roads CODE OF PRACTICE and the Austroads Guide to Temporary Traffic Management (AGTTM).

This PTCD training is delivered face-to-face either at our Welshpool training facility or, for corporate groups, at a suitable workplace venue by arrangement.

Who Should Attend

This course is designed for anyone looking to update their skills and stay current with mandatory units of competence that will be implemented in Western Australia in March 2026.

Accreditation & Certification

On successful completion, participants will be issued with Statements of Attainment for:

  • RIIWHS303 Position, set up and program portable traffic control devices
  • RIIWHS206 Control traffic with portable traffic control devices and temporary traffic signs

Certificates are typically issued within three business days for Perth Metro participants. Regional delivery may take slightly longer.

Course Content

The course covers the safe and effective use of PTCDs, from setup to pack down. Topics include:

  • Main Roads WA and AGTTM PTCD requirements
  • Planning and preparation for temporary traffic traffic management worksites
  • Pairing and synchronising PTCDs such as eSTOP units
  • Emergency response procedures
  • Operating devices to control traffic
  • Shutdown and pack-up procedures at the end of shift

With the increasing requirement to use PTCDs for safety-critical works, this course ensures you or your team are trained to meet current compliance and operational standards.

Pre-Course Requirements

Before attending, all participants must provide:

  • A valid Photo ID (e.g. driver’s licence, passport)
  • USI (Unique Student Identifier) – you can apply via www.usi.gov.au
  • Complete a course suitability checklist for this course including Language, Literacy, Numeracy and Digital Skills as applicable.

Physical Fitness Requirements:

Due to the practical nature of this course, participants must be physically capable of:

  • Standing for extended periods while operating PTCDs
  • Moving quickly out of the path of an approaching vehicle if necessary
  • Lifting signs and components weighing 5–10 kg
  • Handling and setting up PTCD lanterns (approx. 10 kg per unit)

A reasonable level of strength and mobility is essential for safe participation.

Language, Literacy, Numeracy and Digital Skills (LLND)

Participants must be able to:

  • Read and write in the English Language.
  • Read and interpret work documents including TMPsTGSsJSEAs and legislation.
  • Understand basic calculations and solve problems
  • Listen to and follow verbal instructions
  • Report vehicles and complete site paperwork such as daily diaries, risk assessments, and incident reports
  • Communication including the ability to use a two-way radio and voice commands.
  • Ability to setup and operate a portable electronic device

Please arrive in appropriate workwear and bring the following:

  • Long-sleeved shirt (hi-vis or vest provided if needed)

  • Wet weather gear if required

Your MRWA Traffic Management Accreditation is valid for three (3) years from the date of issue.

After the 3-year period you must complete a re-accreditation/renewal course.   Should your card have expired over 3 months ago you will need to undertake the full course.
